Details/Specifics: Guam 3 and 4 LEO Ground Stations are not sending pass solution data. The circuit is down due to significant fiber damage. The service provider is working to restore service. 

Impact: Medium - Western Pacifica US AOR Distress detection/reporting may be delayed. LEOSAR distress alert detection/reporting may be delayed. GEOSAR and MEOSAR are operating nominally.
