Details/Specifics of Change:  There is a network issue resulting in the inability of the
provider Ground System to send products (G16, G17, G18) to GeoCloud. This has
affected all GeoCloud services and, consequently, all NCCF products which rely on
GOES data. This definitely includes ABI Flood Mapping and RAVE.
The issue is being actively worked. The products will be backfilled into the GeoCloud S3
buckets if possible.
